UAE eInvoicing Guide
What is eInvoicing in the UAE?
A practical introduction to the UAE Electronic Invoicing System based on information published by the UAE Ministry of Finance and Federal Tax Authority.
What is an eInvoice?
The UAE Ministry of Finance describes an eInvoice as structured invoice data that is issued and exchanged electronically between a supplier and a buyer and reported electronically to the UAE Federal Tax Authority.
This is different from simply creating a digital-looking invoice. The Ministry of Finance and Federal Tax Authority state that unstructured formats such as PDF files, Word documents, images, scanned copies and emails are not considered eInvoices.
Why is the UAE introducing eInvoicing?
Official UAE information describes eInvoicing as part of the country's digital transformation of business and tax reporting. The programme is intended to support structured electronic exchange of invoice information and more automated financial processes.
How does UAE eInvoicing work?
The UAE framework uses accredited service providers as part of the electronic exchange and reporting process. Businesses should refer to the Ministry of Finance for the current model, technical requirements, accredited provider information and implementation guidance.
Important
The Ministry of Finance maintains the current list of UAE Accredited Service Providers. Businesses should verify provider accreditation directly against the official Ministry of Finance list before making a selection.
What should businesses prepare?
Businesses preparing for electronic invoicing should review the official UAE guidance and understand how their existing accounting, ERP and invoicing processes create, store and exchange invoice information.
The Ministry of Finance publishes the current guidelines, mandatory field requirements, legislative documents, technical information and information about accredited service providers on its official eInvoicing portal.
Where does ERP software fit?
ERP and accounting systems are often where invoice and transaction information originates. Businesses therefore need to understand how their internal systems will work with the UAE eInvoicing framework and their selected accredited service provider.
Integration requirements should be assessed against the current official UAE specifications and the technical requirements of the selected service provider.
